Expands the definition of career technical education courses (until July 1, 2027) to include preapprenticeship programs and youth apprenticeship programs registered with the Division of Apprenticeship Standards serving ages 16-24.

Requires the Superintendent to develop work-based learning program guidelines by July 1, 2029, in collaboration with the California Community Colleges Chancellor and Labor and Workforce Development Agency to ensure equitable access to work-based learning opportunities.

Requires the Department of Education to develop guidance by January 1, 2026, defining youth apprenticeship programs, career technical education programs, preapprenticeship programs, and regional occupational programs in collaboration with the Labor and Workforce Development Agency.

Requires the State Board of Education to consider including youth apprenticeship programs as a work-based learning measure in the College/Career Indicator of the California School Dashboard by July 1, 2026.

Establishes the High School Apprenticeship Pilot Program (contingent on appropriation) providing grants to three geographically diverse school districts, county offices, or charter schools for two school years beginning 2026-27, with Department reporting requirements by December 1, 2028; program becomes inoperative July 1, 2032 and is repealed January 1, 2033.
