Adds Section 17216 to the Financial Code to authorize licensed escrow agents to designate employees to work at remote locations (personal residences or temporary nonpublic locations).

Requires remote work locations to prohibit in-person consumer interactions, physical receipt/disbursement of cash or escrow funds, physical storage of business records or consumer personal information (except on encrypted devices), and receipt of business-related mail.

Mandates that escrow agents provide remote employees with appropriate equipment including encrypted devices and virtual private networks to safeguard records and consumer information.

Requires escrow agents to adopt written policies and procedures covering employee data security training, security logs of remote logins, detection of suspicious logins, and data breach response procedures.

Specifies that all books, records, and persons must be made available to the Commissioner at a licensed business location, and remote locations cannot be advertised or designated as business locations to the public.
