Expands the crime of interfering with election officers or the voting process to explicitly include the Secretary of State and their staff, elections officials and their staff (including temporary workers and poll workers), and precinct board members performing election duties.

Clarifies that "holding an election or conducting a canvass" includes the election observation process governed by the Elections Code and applicable Secretary of State regulations.

Defines "voting at an election" to include in-person voting at polling places or elections official offices (including satellite locations) and voting by mail with ballot return.

Expands the crime of using force, violence, coercion, or intimidation to induce or compel voting to clarify it includes all forms of voting (in-person and mail voting).

Specifies that no state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution because costs result from changes to crime penalties and definitions.
