Expands the State Energy Commission's assessment of fuel cell electric vehicle infrastructure to include storage and transport facilities, and adds identification of barriers to hydrogen infrastructure deployment for medium- and heavy-duty fleets.

Expands the State Energy Commission's assessment of electric vehicle charging infrastructure to include electric system infrastructure and electric generation needs, and extends scope to cover Executive Order N-79-20 goals for zero-emission heavy-duty and off-road vehicles.

Requires the State Energy Commission to publish determinations on the adequacy of charging and fueling sites for the 5 years following assessments, identify deficiencies categorized by refueling speed and facility type (public or private), and update assessments at least every 2 years.

Requires the State Air Resources Board to include Executive Order N-79-20 goals in its medium- and heavy-duty vehicle emission reduction goals and develop a strategic plan to meet those deadlines.

Mandates the State Air Resources Board incorporate findings from energy infrastructure assessments when developing its comprehensive mobile source strategy for medium- and heavy-duty vehicles.
