Increases offer in compromise amounts for retail licensees: raises maximum from $3,000 to $6,000 for first violations, and from $6,000 to $12,000 for licensees with prior accusations within 3 years.

Raises offer in compromise maximum for second violations of alcohol-to-minors provisions from $20,000 to $40,000 when violation occurs within 36 months of initial violation.

Increases criminal fine for furnishing alcohol to minors that causes great bodily injury or death from $1,000 to $3,000.

Authorizes the Department of Alcoholic Beverage Control to consider subsequent death or great bodily injury as a factor when determining disciplinary levels for violations of provisions prohibiting alcohol sales to minors and intoxicated persons.
