Prohibits peace officers from stopping or detaining motor vehicle or bicycle operators for low-level infractions (registration, license plate positioning, single lighting defects, bumper equipment, or bicycle equipment violations) unless a separate independent basis for the stop exists or multiple low-level infractions are observed.

Allows peace officers who cannot stop a vehicle but can identify the owner to mail a citation or warning letter to the owner instead of conducting a traffic stop.

Authorizes local authorities to enforce nonmoving or equipment violations of the Vehicle Code through government employees who are not peace officers.

Specifies that violations of the low-level infraction stop restrictions do not provide grounds for defendants to move for property return or evidence suppression.

Requires the Attorney General to update technical specifications for stop data reporting by July 1, 2025, and includes alternative operative provisions depending on how related bills (AB 436 and AB 825) are enacted.
