Requires the State Energy Resources Conservation and Development Commission to develop a plan for improving reliability, service quality, and operational uptime of retail hydrogen fueling stations in California.

Mandates retail hydrogen refueling station operators maintain a publicly accessible online customer feedback portal and prominently display the website address at their stations; operators failing to comply are disqualified from receiving publicly funded grants.

Establishes specific performance metrics including uptime percentages, fuel availability, refuelings per hour, partial refueling percentages, and technician response times to be developed through a public workshop process.

Requires the Commission to collect performance data from stations that have received public grants and convene workshops to develop mechanisms for improving consumer access to station status information and service feedback options.

Directs the Commission to analyze existing station performance, identify barriers to improvement, and develop recommendations for performance mechanisms, including analysis of ranking systems and Low-Carbon Fuel Standard credit incentives.
