Requires the Department of Health Care Services to file state plan amendments to use the Children's Health Insurance Program (CHIP) Health Services Initiative option to cover vision services for low-income children statewide through mobile optometric offices.

Limits federal financial participation to no more than 3% of total federal dollars available for non-Medicaid/non-health insurance assistance expenditures under CHIP.

Creates the Vision Services CHIP-HSI Special Fund to receive federal reimbursement and non-General Fund revenues (gifts, donations, grants) for vision services, with funds available upon legislative appropriation.

Requires implementation by January 1, 2025, or upon receipt of necessary federal approvals, whichever is later, and mandates continued implementation only if no General Fund moneys are used.

Amends Business and Professions Code to authorize mobile optometric offices to accept payment for services provided through any state CHIP program, in addition to Medi-Cal.
