Requires the State Air Resources Board to develop and publish a report on greenhouse gas emissions inventories for calendar year 2025 for any city, county, or city and county that requests inclusion, following the U.S. Community Protocol for Accounting and Reporting of Greenhouse Gas Emissions.

Mandates the state board update the emissions inventories before January 1, 2033, and every 5 years thereafter for calendar years 2030 and beyond, consistent with scoping plan updates.

Requires inventories to include electricity and natural gas usage data disaggregated by residential, commercial, industrial, and agricultural sectors.

Authorizes the state board to collect data from state agencies, special districts, local governments, and utilities, and to contract with third parties for inventory development.

Establishes a local government advisory committee by January 1, 2026, to inform inventory development and appropriates $2,500,000 for fiscal year 2024-25 for these purposes.
