Adds Chapter 9 to the Education Code establishing requirements for shade structure projects on school and community college campuses.

Limits the cost of providing accessible path of travel improvements for free-standing, open-sided shade structure projects to 20% of the adjusted construction cost when the project exceeds the alterations/additions valuation threshold.

Applies only to shade structures included on the Division of the State Architect pre-checked designs list at school districts, county offices of education, charter schools, and community colleges.

Cites public health concerns regarding extreme heat exposure to children, noting schoolyard shading can reduce ambient temperatures by at least 15 degrees and mitigate urban heat island effects.
