Creates position of Director of In-Custody Death Review within Board of State and Community Corrections, appointed by Governor for 6-year term subject to Senate confirmation, effective July 1, 2024.

Requires director to review investigations of deaths occurring in local detention facilities and make specific recommendations to facility administrators regarding policies, procedures, medical/behavioral health services, and facility upgrades.

Makes records relating to death incident investigations in local detention facilities public records under California Public Records Act beginning July 1, 2024, with limited redactions permitted for personal data, whistleblower protection, and ongoing criminal investigations.

Requires facility administrators to respond within 90 days identifying which recommendations will be implemented with timeline and costs, with both recommendations and responses made publicly available on Board's website.

Mandates Board of State and Community Corrections employ sufficient licensed medical and behavioral health professionals to participate in reviews and establish health standards for local detention facilities, effective July 1, 2024.
