Authorizes the Director of General Services to sell or lease approximately 130 acres of the Heman G. Stark Youth Correctional Facility in Chino, San Bernardino County to the City of Chino at fair market value under terms deemed in the state's best interest.

Allows the director to sell the property below fair market value if it enables provision of housing for low or moderate income persons and families, with required 30-day advance reporting to legislative fiscal committee chairpersons on transaction terms and justification.

Requires proceeds from the sale to cover bond-related costs, defeasance or retirement of any State Public Works Board bonds, and bond counsel fees before other uses.

Exempts the sale from California Environmental Quality Act requirements and directs net proceeds to be deposited into the Special Fund for Economic Uncertainties.

Permits the director to pursue standard surplus property disposition procedures under Section 11011.1 if the property has not been sold to the City of Chino by December 31, 2028.
