Authorizes a recognized nonprofit organization representing Mexican Americans or Mexican immigrants to negotiate with the Department of General Services to plan, construct, and maintain a memorial to those forcibly deported during the Great Depression (1929-1944).

Requires the memorial to be located at an appropriate public place in the City or County of Los Angeles, with only one memorial authorized under this section.

Mandates the nonprofit organization submit a plan for Department of General Services and applicable state agency review and approval before construction begins, and requires verification of sufficient private funding.

Requires the nonprofit organization to follow City of Los Angeles or County of Los Angeles procedures if proposing a site on property owned by either entity.

Specifies all planning, construction, maintenance, and review costs must be funded exclusively through private sources with no state appropriation.
