CA SB541

Requires all public schools serving grades 9-12 to make internal and external condoms available free of charge to students in at least two easily accessible locations on campus by the start of the 2024-25 school year.

Schools must inform students at the beginning of each school year about free condom availability through existing communication channels and post notices with contact information, proper usage instructions, and local health resources.

Allows schools serving grades 7-12 to distribute condoms during educational or public health programs, including through school-based health centers, peer health programs, and health fairs.

Prohibits retail establishments from refusing to sell nonprescription contraception to customers based solely on age, including by requiring age identification, with certain exceptions for federal or state law restrictions.

Schools are encouraged to partner with local health jurisdictions, community health centers, nonprofits, and the State Department of Public Health to obtain condoms and may accept donations from manufacturers or wholesalers.
