Amend Business and Professions Code Section 21610 to allow core recyclers to make payments for catalytic converters by credit card or other traceable payment methods in addition to checks, rather than cash only.

Require dealers and retail sellers to permanently mark catalytic converters with the vehicle identification number (VIN) of the vehicle before sale, effective January 1, 2025.

Exempt from the VIN marking requirement collector vehicles, salvage vehicles, vehicles sold at auctions, vehicles where buyers decline marking, and motorcycles.

Provide an exemption until January 1, 2025 for vehicles purchased from dealers licensed in California who are also licensed in another state and lack a warranty service facility in California.

Make violation of the catalytic converter marking requirement an infraction punishable under Vehicle Code Section 42001.
