Allows beverage manufacturers to submit a single consolidated report instead of individual reports when manufacturers share brand rights or have products distributed by a single reporting manufacturer.

Requires consolidated reports to be submitted under penalty of perjury using standardized forms prescribed by the Department of Resources Recycling and Recovery.

Makes all beverage manufacturers included in a consolidated report jointly and severally liable for compliance and penalties, including annual administrative penalties.

Authorizes the department to adopt emergency regulations to implement these provisions through January 1, 2025, exempting them from standard regulatory review requirements.

Takes effect immediately as an urgency statute to ensure accurate reporting of recycled plastic content compliance and protect program integrity.
