Removes the definition of "approved safety pool cover" and redefines it as a manually or power-operated safety pool cover accompanied by a label verifying compliance with ASTM International F1346-23 standard.

Expands exit alarm requirements to include windows in addition to doors that provide direct access to swimming pools or spas, with alarms sounding an audible continuous alarm or repeating verbal warning when opened or left ajar.

Requires water entrance alarms to be "in good repair and operable as designed" and allows alternative drowning prevention safety features to meet standards from other nationally recognized standards development organizations beyond just ASTM International or ASME.

Prohibits specific combinations of drowning prevention features from satisfying the "two features" requirement, including an exit alarm with a self-closing, self-latching device on the same door, and a safety pool cover with a water entrance alarm.

Requires home inspectors to identify whether pool safety features are in good repair, operable as designed, and appropriately labeled, and mandates inclusion of a statement in inspection reports that pool isolation fences are the most studied and effective drowning prevention feature according to the American Academy of Pediatrics.
