Allows individuals to file for restraining orders in California without being a resident of the state.

Specifies permitted jurisdictions for filing harassment restraining orders, including the county where the petitioner resides or is temporarily located, where the defendant resides, or where the offense occurred.

Clarifies that petitioners need not be state residents to file for domestic violence, abuse, or sexual abuse restraining orders under Family Code Section 6301.

Declares the provisions of the act are severable, meaning if any portion is found invalid, the remainder of the law remains enforceable.
