Establishes a stewardship program for small gas cylinders including propane (under 20 pounds), helium (under 20 cubic feet), isobutane (under 2 pounds), and butane canisters (under 2 pounds), administered by the Department of Resources Recycling and Recovery.

Requires producers to either individually or through producer stewardship organizations to submit approved stewardship plans detailing convenient collection sites, refilling/recycling processes, and public education components.

Prohibits gas cylinder producers without an approved stewardship plan from supplying, selling, or offering gas cylinders for sale in California.

Requires producers to pay all administrative and operational costs including collection, transportation, recycling, and safe management of recovered cylinders.

Directs the department to set meaningful convenience standards and performance metrics for the program, with authority to review and revise standards as necessary, supported by accurate data sources.
