Amends the Electronic Waste Recycling Act of 2003 to add new requirements for persons exporting covered electronic waste or devices to foreign countries or other states.

Requires exporters to demonstrate they attempted to locate an in-state covered electronic waste recycler and that the waste or device cannot be managed by an in-state recycler before exporting.

Maintains existing requirements that exporters must notify the Department of Toxic Substances Control at least 60 days prior to export and demonstrate compliance with destination country laws and Organization for Economic Cooperation and Development environmental management guidelines.

Creates a state-mandated local program by establishing this requirement as a new crime or infraction, but specifies no state reimbursement is required under Article XIII B of the California Constitution.
