Transfers responsibility for conducting audits and field investigations of lobbying reports from the Franchise Tax Board to the Fair Political Practices Commission, with implementation delayed until January 1 of the next odd-numbered year following an appropriation.

Excludes lobbying firms and lobbyist employers with less than $1 in payments or contributions from being selected for audit.

Requires the Fair Political Practices Commission to adopt regulations ensuring operational independence of audit personnel from enforcement operations.

Requires audits conducted by the Commission to be posted on its website for at least 10 years and mandates annual legislative reports on the number and types of audits completed.

Declares the bill furthers the purposes of the Political Reform Act of 1974.
