Authorizes the Director of General Services to sell approximately 59,200 square feet of state property at 5401 Crenshaw Boulevard, Los Angeles, by January 1, 2030, for redevelopment as affordable housing or mixed-use housing projects.

Requires the director to solicit proposals from community land trusts in any solicitation for the property sale and to sell to a responding community land trust unless the director determines redevelopment would be financially infeasible or fail to meet performance standards.

Permits the director to sell the property below fair market value to enable affordable housing development, subject to reporting financial terms and justification to the Legislature's fiscal committees 30 days prior to execution.

Exempts the property sale from California Environmental Quality Act requirements and requires bond-related costs from the sale proceeds; net proceeds must be deposited into the Special Fund for Economic Uncertainties and are available only upon legislative appropriation.

Requires the director to consider findings and recommendations from the Los Angeles Black Workers Center when evaluating proposals, and authorizes standard disposal procedures if the property remains unsold after January 1, 2030.
