Clarifies that life insurance agent training requirements apply specifically to individual life insurance policies and individual variable life insurance policies, effective January 1, 2025.

Changes service of legal process on the Insurance Commissioner from a fixed $12 fee to a substituted service fee determined by the commissioner, and allows service to the commissioner's designated agent for service of process.

Allows the Insurance Commissioner to proceed with civil actions against runners and cappers if a district attorney declines for any reason (not just insufficient resources), and clarifies that complaints filed by interested persons must remain sealed for at least 60 days from date of service.

Modifies certificate of authority renewal requirements for firefighters', police officers', and peace officers' benefit associations to renew within 30 days after a change in name or address or before a merger, rather than every 5 years.

Exempts enforcement actions brought by the Insurance Commissioner from special motion to strike procedures and offer to compromise requirements in civil lawsuits.
