• Requires health care service plans and health insurers to establish and maintain patient access, payer-to-payer exchange, provider access, and prior authorization APIs in compliance with federal Centers for Medicare and Medicaid Services standards and timelines.

• Excludes dental and vision benefits from API requirements for both health care service plans and health insurers.

• Allows disclosure of sensitive test results (HIV, hepatitis, drug abuse, malignancy) by electronic means without prior in-person discussion if the patient and health care professional have discussed the potential impact and the patient elects to receive results without delay.

• Requires electronic health record (EHR) vendors to execute the California Health and Human Services Data Exchange Framework data sharing agreement if standards for their inclusion are developed, with reasonable fees that comply with federal regulations.

• Authorizes the California Health and Human Services Agency to establish oversight and enforcement authority, including fines, for EHR vendors charging non-compliant fees.
