CA SB59

Authorizes the State Energy Resources Conservation and Development Commission to require battery electric vehicles of any weight class to have bidirectional charging capability if a compelling use case exists benefiting both vehicle operators and the electrical grid.

Defines bidirectional-capable vehicles as those that can both charge from and discharge electricity to the grid or other sources, and bidirectional charging as enabling vehicles to charge from the grid or onsite clean energy and export stored energy back.

Requires the Commission to consider vehicle readiness and duty cycles of essential service providers when analyzing bidirectional capability requirements.

Allows the State Air Resources Board to periodically update definitions of battery electric vehicles and bidirectional-capable vehicles to align with evolving technology and innovation.

Permits the Commission to periodically update definitions of beneficial use cases, bidirectional charging, and related equipment terms to reflect current technologies and ongoing innovation.
