CA SB590

Adds a new special circumstance to California's first-degree murder law: when the victim is a person under 12 years of age.

Defendants convicted of first-degree murder with this special circumstance must be sentenced to death or life imprisonment without possibility of parole.

Updates gender-specific language throughout Section 190.2 of the Penal Code, replacing "his or her" with "their" and related pronouns.

States that no state reimbursement to local agencies is required under this act because it changes the definition and penalties for an existing crime.
