Authorizes Covered California (California Health Benefit Exchange) to disclose applicant information obtained from the Employment Development Department only to outreach and marketing vendors under contract, and prohibits disclosure to certified insurance agents, enrollment counselors, or other entities without applicant consent.

Requires outreach and marketing communications to include a conspicuous and easy-to-access option for individuals to decline all future outreach and marketing.

Mandates that Covered California and all recipients of applicant information request, use, and disclose only the minimum amount of information necessary, and safeguard confidentiality of all data in accordance with federal and state privacy laws.

Requires information received from the Employment Development Department to be destroyed in a manner that maintains confidentiality and prohibits use for any purpose other than marketing and publicizing health care coverage availability.

Makes conforming changes to the Unemployment Insurance Code to clarify that the Employment Development Department may provide applicant information to Covered California and the State Department of Health Care Services for eligibility verification and outreach purposes related to health insurance subsidies.
