Department of Housing and Community Development must review current building standards, conduct research, and develop recommendations for rainwater catchment systems in newly constructed residential dwellings for nonpotable uses.

Department may propose related building standards to the California Building Standards Commission for consideration during the next regularly scheduled triennial code adoption cycle commencing on or after January 1, 2027.

Department shall consult with State Water Resources Control Board, Department of Water Resources, State Department of Public Health, local water agencies, water system representatives, product manufacturers, local building officials, contractors, and the building industry during research.

Research must include analysis of costs, benefits, and feasibility of California Plumbing Code provisions, rainwater catchment mandates in other states or jurisdictions, and installation costs and benefits.

Department must submit a report to the Assembly Committee on Housing and Community Development and Senate Housing Committee by January 1, 2027, detailing research outcomes and recommendations developed.
