Establishes the CalFresh Minimum Nutrition Benefit (MNB) Program by January 1, 2025, to provide state-funded supplements ensuring all CalFresh households receive a minimum monthly benefit of $50.

Provides eligible households with an additional monthly state-funded benefit equal to the difference between their federal CalFresh allotment and $50, delivered through the electronic benefits transfer (EBT) system.

Requires the state Department of Social Services to annually adjust the $50 minimum benefit amount according to federal cost-of-living adjustment procedures.

Designates these benefits as entitlement benefits subject to federal and state SNAP laws and regulations.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made pursuant to existing statutory procedures.
