Establishes a waiver from organic waste reduction requirements for local jurisdictions that disposed of fewer than 5,000 tons of solid waste in 2014 and have fewer than 7,500 people, valid until December 31, 2028

Waiver applies only to jurisdictions that do not already qualify for other existing waivers under California Code of Regulations Section 18984.12

Requires jurisdictions seeking the low-population waiver to submit an application to the Department of Resources Recycling and Recovery with documentation of eligibility and 2014 disposal data

Permits the department to renew waivers at its discretion beginning January 1, 2027, in accordance with existing renewal procedures

Defines "local jurisdiction" to include cities, counties, cities and counties, and special districts
