CA SB617

Authorizes transit districts, municipal operators, joint powers authorities, regional transportation agencies, and local/regional transit agencies to use progressive design-build contracting for up to 10 public works projects exceeding $5,000,000 each until January 1, 2029.

Requires design-build entities to be selected through qualifications-based selection (not price-based) and to submit certified information under penalty of perjury, including team composition, experience, licenses, bonding capacity, safety records, and workforce qualification commitments.

Mandates local agencies develop conflict-of-interest policies, establish payment and performance bonds, require errors and omissions insurance, and limit retention withholding to 5 percent when bonds are required.

Excludes construction inspection services for projects on or interfacing with the state highway system, which must be performed by the Department of Transportation.

Requires local agencies to submit reports to the Legislature by January 1, 2028, detailing project descriptions, contract awards, prequalification processes, subcontractor information, and project performance assessments.
