Adds fentanyl to the list of controlled substances subject to additional mandatory prison terms for sales/distribution violations, with terms ranging from 3 to 25 years depending on quantity (1kg to 80kg+).

Authorizes trial courts to impose fines up to $1 million, $4 million, or $8 million on defendants convicted of fentanyl distribution violations, depending on the quantity threshold triggered.

Requires that weight allegations and fines be charged in the accusatory pleading and admitted or found true by the trier of fact before enhancements apply.

Allows courts to strike the additional fentanyl enhancements if circumstances in mitigation are found and stated on the record.

Declares no state reimbursement is required because the bill only creates new penalties for an existing crime within the meaning of Government Code Section 17556.
