Authorizes any California community college district governing board to adopt a policy using local unrestricted general funds to provide fee waivers to students with the greatest financial need.

Requires community college districts to meet four conditions before implementing fee waivers: ensure 100% of students complete a FAFSA or California Dream Act application, establish a fully staffed Basic Needs Center, prepare a fiscal impact statement with 3-year projections, and receive authorization from the Chancellor's office.

Requires community college districts to certify compliance with all requirements to the Chancellor's office on or before October 10, 2024, and annually thereafter; Chancellor's office must verify and authorize districts by December 31, 2024, and annually thereafter.

Limits use of local unrestricted general funds for fee waivers and other assistance to students who reside within the community college district's boundaries.

Defines total cost of attendance to include tuition, fees, books, supplies, living expenses, transportation, and other expenses used in federal Title IV student aid calculations.
