Authorizes the Department of Parks and Recreation to establish a pilot project at Red Rock Canyon State Park to designate combined-use highways for off-highway motor vehicles for up to 10 miles total, exempting the existing 3-mile limit in Vehicle Code Section 38026.

Requires the pilot project to include procedures for highway selection, removal of designations, uniform signage in cooperation with the Department of Transportation, and safety requirements including a 35 mph speed limit and proper licensing and equipment standards.

Allows multiple combined-use highway segments to share starting or ending points and partially overlap, provided the network includes no more than three distinct shared locations.

Mandates the Department of Parks and Recreation submit a report to the Legislature by January 1, 2029 evaluating the pilot project's safety, effectiveness, traffic impact, and effects on off-highway vehicle usage and nonmotorized recreation.

The pilot project authorization expires January 1, 2030 unless extended by subsequent legislation enacted before that date.
