Requires California State University trustees to make labor peace agreements a condition for all food service contracts and hotel development projects where CSU has a proprietary interest.

Labor peace agreements must prohibit labor organizations and their members from engaging in picketing, work stoppages, boycotts, or other economic interference with food service operations or hotel operations.

Applies to contracts with CSU directly and to contracts entered into by CSU auxiliary organizations where the state has a proprietary interest.

Allows the Chancellor's office to waive the labor peace agreement requirement if an employer demonstrates good faith negotiation efforts but the labor organization refuses to negotiate in good faith or abuses the negotiation process.

Permits employers or labor organizations to appeal the Chancellor's waiver decision to the CSU trustees.
