Requires the State Department of Health Care Services to make all FDA-approved formulations and dosage strengths of naloxone or other opioid antagonists available through the Naloxone Distribution Project (NDP) for emergency treatment of opioid overdose.

Applies this requirement only to the extent that providing higher-dose formulations does not jeopardize federal funding for the program.

Exempts the NDP from being required to contract with manufacturers that do not offer direct shipment to applicants.

Clarifies that the NDP and State Department of Health Care Services are not required to store or ship products directly to applicants.

Addresses California's opioid crisis by expanding access to higher-dose naloxone, noting that increasing fentanyl potency makes single four-milligram doses potentially insufficient for reversing overdoses.
