CA SB642

Authorizes county counsel to bring civil actions to enjoin violations of hazardous materials laws and regulations, alongside existing authority granted to city attorneys, district attorneys, and the Attorney General.

Requires county counsel or district attorney bringing an action to notify the other party within 7 days of filing, across multiple sections covering hazardous waste, underground storage tanks, aboveground storage tanks, and medical waste enforcement.

Adds county counsel to civil penalty provisions and apportionment schemes, allowing county counsel to recover penalties and receive a share of collected civil penalties for hazardous materials violations.

Makes conforming changes to Sections 25117, 25181, 25182, 25191.7, 25192, 25270.12, 25299, 25299.01, 25299.02, 25515.5, 25515.6, 25515.7, 25516, 79705, and 118325 of the Health and Safety Code to include county counsel in enforcement authority.
