Requires school districts, county offices of education, and charter schools to establish anonymous reporting systems by the 2024-25 school year for reporting dangerous, violent, or unlawful activity on school property or at school-sponsored activities.

Mandates that schools prominently post information about the anonymous reporting system on each school's website and ensure reporters have the option to remain anonymous.

Requires local educational agencies to report annually to the State Department of Education on tips received (by type and method), actions taken for student safety, and false reports, with data made publicly available on the department's website by August 31st each year.

Mandates that false reports with a student as the subject be immediately removed from the student's records, including those held by the local educational agency and individual schools.

Implementation is contingent on legislative appropriation in the annual Budget Act or another statute.
