Adds Section 69846.3 to the Government Code to authorize superior court clerks to provide public record information identifying criminal defendants to persons preparing consumer reports under the Fair Credit Report Act, contingent on the defendant's consent.

Requires individuals accessing criminal defendant information to certify under penalty of perjury that they are preparing a consumer report and have obtained the subject's consent.

Permits superior court clerks to audit persons who access criminal defendant public records upon reasonable written notice given at least 10 business days in advance.

Specifies that persons receiving defendant information under this section are not considered to have received local summary criminal history information as defined by Penal Code Section 13300.

Exempts this act from state reimbursement requirements under California Constitution Article XIII B because costs to local agencies result from creating new crime definitions related to perjury violations.
