Adds Section 46300.3 to Education Code to treat employees of Mountain Valley Special Education Joint Powers Authority who hold valid certification documents as employees of Shasta County school districts or the Shasta County Office of Education for purposes of calculating average daily attendance.

Allows pupils receiving special education from the Mountain Valley Special Education Joint Powers Authority to be counted in average daily attendance calculations, which determines state funding for school districts under the local control funding formula.

Declares this a special statute necessary for Shasta County due to unique educational needs that cannot be addressed through general statute.

Takes effect immediately as an urgency statute to ensure special education pupils generate average daily attendance for education finance calculations as soon as possible.
