Authorizes local agencies to amend existing airport property leases or subleases to extend their duration by up to 50 years per extension.

Allows local agencies and leaseholders to terminate existing airport leases and enter into new leases of up to 50 years with the same or related parties to add improvements for airport sustainability.

Permits transfer of existing airport leases or subleases to new or related entities with issuance of a new lease not exceeding 50 years.

Applies to leases for airport purposes and incidental aircraft activities including aircraft manufacturing, hangar construction, and airport facility maintenance.
