Amends Section 79724 of the Water Code to require the State Water Resources Control Board to provide an analysis of criteria for administering the Drinking Water Capital Reserve Fund to the Senate Committee on Natural Resources and Water and Assembly Committee on Water, Parks, and Wildlife on January 1, 2025, and every two years thereafter.

The Drinking Water Capital Reserve Fund receives up to $2,500,000 from Proposition 1 bond funds to serve as matching funds for disadvantaged communities' drinking water infrastructure projects.

The State Water Resources Control Board must develop and regularly report on criteria for implementing the Drinking Water Capital Reserve Fund to support small community water systems and state small water systems in disadvantaged communities.
