Extends Student Athlete Bill of Rights protections to student athletes at institutions receiving less than $10,000,000 annually in media rights revenue, as long as their teams do not compete in NCAA Division III.

Requires institutions to provide equivalent scholarships to student athletes with incapacitating injuries or illnesses preventing participation, covering up to five academic years or until undergraduate degree completion, whichever is shorter.

Mandates institutions provide equivalent scholarships for one additional year to student athletes in good standing who exhaust athletic eligibility, except for athletic programs with graduation success rates above 60 percent per team.

Requires financial and life skills workshops for first-year and third-year student athletes covering financial aid, debt management, budgeting, time management, and academic resources.

Removes the requirement that institutions rely exclusively on media rights revenue to fund these student athlete benefits, allowing use of other funding sources.
