Adds renewable hydrogen as an eligible renewable energy resource under California's Renewables Portfolio Standard Program, provided it meets specified environmental and production requirements.

Requires renewable hydrogen to be produced from water using new and incremental eligible renewable energy resources, with no resource shuffling and no use of unbundled renewable energy credits.

Mandates that all sellers and purchasers of renewable hydrogen comply with a tracking and verification system established by the Energy Commission, equivalent to existing systems for biomethane.

Requires facilities using renewable hydrogen to demonstrate net decreases in emissions of nitrogen oxides and other air pollutants and greenhouse gases, and to align with best practices for hydrogen production, distribution, storage, and use.

Removes the prohibition on resource shuffling from renewable hydrogen facility eligibility requirements through May 18, 2023 amendment.
