State Air Resources Board must develop a methodology for assessing and mapping light-duty vehicle miles traveled (VMT) per capita at local, regional, and statewide levels in consultation with the Office of Planning and Research and Department of Transportation.

State Air Resources Board must adopt the methodology by January 1, 2025, and publish the maps within 6 months of adoption.

Methodology and maps must be updated at least once every 4 years and made publicly available on the State Air Resources Board's website.

Maps must incorporate regional VMT maps created by local agencies if they are consistent with the state board's methodology.

State Air Resources Board must provide technical assistance to local agencies requesting help with understanding and using the statewide VMT map for determining transportation impacts of new development projects.
