Requires the LOSSAN Rail Corridor Agency to include climate change impact descriptions in its annual business plan submitted by April 1, 2024, and each year thereafter, covering sea level rise and weather-related events.

Mandates the Agency identify capital improvement projects designed to increase climate resiliency on the LOSSAN corridor (San Diego, Los Angeles, and San Luis Obispo intercity rail route).

Requires discussion of possible funding options for identified climate resiliency projects, including federal and state funding sources.

Establishes that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made under Government Code Part 7, Division 4, Title 2.
