Authorizes the California Highway Patrol to allow drivers of tank vehicles with capacity exceeding 500 gallons to exceed maximum driving time limits during a declared state of emergency when transporting fuel for aircraft used in emergency-related activities, including fire suppression.

Permits drivers exceeding normal driving time limits under the emergency provision to also exceed on-duty time limits prescribed in existing regulations, provided they are operating under contract with the state or federal government.

Maintains the standard 10-hour maximum driving time for tank vehicle drivers transporting flammable liquid during normal (non-emergency) conditions.

Requires that any emergency authorization for exceeding driving times must be consistent with applicable federal laws and regulations.
