Exempts applications to convert existing motorized vehicle travel lanes into dedicated bicycle lanes, transit lanes, or pedestrian walkways from traffic study requirements for coastal development permits and local coastal program amendments

Allows local governments to expedite these conversions to increase non-motorized travel access, reduce vehicle miles traveled, and lower greenhouse gas emissions in the coastal zone

Requires amendments to local coastal programs for these conversions to be processed as de minimus amendments if the California Coastal Commission executive director determines the project provides additional public access benefits without significantly reducing existing access opportunities

Applies only to conversions within the developed portion of existing road right-of-ways in the coastal zone
