Requires local agencies to file notices of determination with the State Clearinghouse in the Office of Planning and Research in addition to county clerks when approving or determining to carry out projects subject to CEQA.

Authorizes local agencies to file notices of exemption with the State Clearinghouse in addition to county clerks when determining projects are not subject to CEQA.

Requires notices to be posted within 24 hours of receipt both in county clerk offices and on their internet websites, and by the Office of Planning and Research on the State Clearinghouse website.

Specifies that posting by the Office of Planning and Research does not affect time periods to challenge local agency decisions under CEQA Section 21167.

Exempts the state from reimbursing local agencies for compliance costs because local agencies have authority to levy service charges or fees sufficient to pay for the mandate.
