Authorizes the board of directors of the South Fork Irrigation District to adopt a resolution allowing directors to qualify based on being a California registered voter, landowner or legal representative of a landowner in their division, and residing within the district or within 5 miles of any district boundary.

Modifies standard irrigation district director requirements that normally mandate directors be voters, landowners, and residents specifically within their division.

Allows registered voters in the district to request in writing that all subsequently appointed or elected directors meet the traditional requirements under Section 21100.

If at least 25 percent of registered voters in the district sign such a request, all future directors must meet the standard Section 21100 requirements.

Requires legal representatives of corporations, estates, or trusts seeking to serve as directors to present documentation of their authority to the district before declaring candidacy or accepting appointment.
